Are IMGs Liable for Council Tax?
Yes. If you are working in the UK on a Health and Care Worker visa — whether as a foundation doctor, specialty trainee, or consultant — you are liable for council tax. You are not a student in the eyes of UK tax law, even if your training programme has an educational component.
The student exemption applies only to people formally enrolled full-time in a qualifying course at a recognised educational institution. Medical training programmes, foundation programmes, and specialty registrar posts do not qualify for this exemption.

What Council Tax Is and How Bands Work
